The founder, owner, and manager of APF International LLC.  "Being an entrepreneur has been my passion and for the most part, my hobby.  I am dedicated to providing our law-abiding citizens and public service personnel (Police, Fire & EMS) with the tools and knowledge needed to protect them from harm's way when seconds count".  

 

Leon has devoted over 20 years to emergency medical services as a paramedic in North Carolina, concluding his career following two tours in Iraq (2006–2007), where he served as a remote medic.  He has more than 25 years in law enforcement. Leon holds certification as an Advanced Law Enforcement (ALE) officer and has served as a SWAT medic and field training officer for seven years.

He is certified by the North Carolina Department of Justice (DOJ) as a General Instructor, Specialized Firearms Instructor, and Specialized First Responder Instructor. Additionally, Leon is a certified CPR, AED, and First Aid instructor through the American Heart Association (AHA), and a Certified Unarmed and Armed Guard Instructor through the North Carolina Department of Public Safety (DPS), Private Protective Services (PPS). He has trained hundreds of police cadets, armed guards, special police officers, and Department of Corrections personnel across North Carolina. His unwavering focus: delivering protection through knowledge, training, and a resilient mindset.

Leon actively engages with several organizations that reflect his deep commitment to public safety and community advancement, including the National Shooting Sports Foundation (NSSF) and others aligned with his values, such as, Fraternal Order of Police (FOP), US Law Shield, and the Rocky Mount Chamber of Commerce. He twice served on the North Carolina Department of Justice’s First Responder Training & Standards Revision Committee, contributing firsthand expertise to improve emergency response protocols across the state for Basic Law Enforcement Training.

 

His dedication to service also extends into the community through a range of initiatives designed to enhance quality of life. He has played an active role in Project Lazarus, served as a Boy Scouts of America Explorer Advisor of the Year, and was formally recognized by Mothers Against Drunk Driving (MADD) for his sustained commitment to their mission and outreach efforts.

Leon’s educational foundation encompasses a broad spectrum, including Health Management, Supervisor Liability Training, and executive-level coursework through the FBI Law Enforcement Executive Development Association. By completing the West Point Leadership Program through Methodist University, Leon further demonstrated his steadfast commitment to strategic excellence and values-driven leadership.

In 2019, we proudly launched our sports facility encompassing more than 51,000 square feet of space. Our doors are open to the public, and we honor and support responsible citizens, including members of the military, law enforcement, fire departments, and Emergency Medical Services (EMS), with a welcoming environment for all.​
